Today, the business of street sweeping and environmental cleaning services is changing. Environmental, commercial and regulatory pressures are redefining the industry, business processes, compliance stipulations and service expectations have changed dramatically over the last three years and are effectively forcing a paradigm shift that is creating new challenges and new standards of quality.
For example: Street sweeping used to be categorized under a number of different SIC codes including janitorial services or road construction equipment. Today it has its own dedicated category under the revised SIC body as 495903.
Street sweepers used to leave irregular water trails and create high dust concentrations during the cleaning process. Today, in California, sweepers need to be Rule 1186 PM10 compliant. This means they operate to strict dust control regulations and can efficiently pick up pollutants as small as 10 microns.
Street sweepers were used infrequently, often only for ‘one off’ jobs such as spills and heavy construction dirt. Today street sweeping is a recognized Best Management Practice by NPDES phase II regulation and is an integral part of Storm Water pollution control policy. And enforcement actions for failure to comply to these environmental conditions are increasing daily, with fines assessed both more frequently and heavily (as much a $10,000 per day).
Street sweeping services used to be infrequent and purely for aesthetic purposes. Today, cities, property managers, homeowner associations and construction contractors recognize the importance of regular, compliant sweeping. Sweeping every week instead of once a month can reduce storm drain pollution by as much as 75% (Source: United States EPA).
Street sweepers used to be driven by class B and C truck drivers. Today, these sophisticated, high technology vehicles are driven by trained driver/operators who are continually trained to keep up with compliance mandates and client service requirements. This is the only way a street sweeping provider can guarantee compliance as well as perform work at the highest level of quality.
